U.S. ROUTE 9 COMPLETE STREETS PRELIMINARY ENGINEERING

The New York State Department of Transportation (NYSDOT) is preparing a U.S. Route 9 Complete Streets Preliminary Engineering project. The presentation will summarize the project collaborative effort involving teamwork and consensus building among stakeholders concerning the nature of a project (i.e., type, scale, major features, issues, etc.) and what it is intended to accomplish.


U.S. Route 9 is a major north/south route in New York State, running parallel to the Hudson River for much of its length. It serves as a commuter truck route and a local “Main Street” through the many river villages, providing connections to the many schools and businesses and the popular historic and recreational destinations along the route. Pedestrians utilize sidewalks, which are discontinuous in some areas. There are numerous intersections with the Old Croton Aqueduct, which serves as a bicycle and pedestrian trailway within the corridor. There are, however, limited bicycle accommodations within the roadway corridor.

JENNY BAEZ, PE, PTOE

Mrs. Baez holds a Bachelor of Science in Civil Engineering, and a Master of Engineering degrees in Transportation from the City College of New York (CUNY). She is a Professional Engineer in the role of Area Construction Supervisor and Highway Work Permits Manager at the New York State Department of Transportation (NYSDOT). As a Transportation Manager with the NYSDOT, she is also the NYSDOT Project Manager for the U.S. Route 9 Complete Streets Preliminary Engineering project. She is a Licensed Professional Engineer in the State of New York and a Professional Traffic Operations Engineer (PTOE).


With almost two decades of experience in transportation engineering, Jenny has built a career focused on transportation planning, traffic engineering, Intelligent Transportation Systems, traffic control systems, transportation safety, highway construction, and traffic operations in both the private and public sectors.


Jenny has held leadership roles within the Northeastern District of the Institute of Transportation Engineers (ITE), serving as Northeastern District Secretary in 2023, Vice-President in 2024, and President in 2025. She was part of the LeadershipITE class of 2024 and starting in 2025, she also jointly champions the Student Chapter Liaison Committee for the District. Additionally, Jenny serves as a Local Director Webmaster for the New York State Association of Transportation Engineers (NYSATE Section 8) in the Hudson Valley region.

KATIE CRAIG, PE, PTOE

Katie holds a Bachelor of Science in Civil Engineering from the University of Vermont, and a Master of Civil Engineering from the City College of New York (CUNY). She is a Licensed Professional Engineer in the State of New York and a Professional Traffic Operations Engineer (PTOE) for WSP USA, Inc. Katie’s role at WSP USA, Inc. includes managing and leading people and projects and contributing to business development throughout NYS for the firm.


Katie is the Practice Lead for Traffic Engineering and ITS in WSP’s Valhalla and Goshen, NY Offices. She has over 20 years of experience in transportation planning and traffic & safety engineering throughout New York State. Katie has worked on Scoping and PEL Studies as well as highway design projects that include environmental studies, interstate designation, airports, bridges, corridors, complete streets and toll plazas. Katie has served as a project manager on many complex projects including delivering the reconstruction of a city’s entire signal system and monitoring it through ATSPM. Katie has also been the lead traffic & safety engineer on many significant NYSDOT & MTA projects, in which she was responsible for the documentation, client coordination and the public outreach components of the projects.

SCOTT GEIGER, PE

Scott Geiger has 36+ years of experience in transportation planning, design, and construction, working on NYSDOT and other New York State Agency projects. Scott is currently the New York East Business Line Leader at WSP USA, Inc. Scott works closely with WSP’s transportation services project teams to provide quality and timely delivery of projects.
 

He has led large and diverse teams on many high-priority, complex projects through all phases of delivery and has become a respected source within the transportation industry. His key skills include preliminary and final design development and delivery, project management, constructability, public involvement, and dispute and conflict resolution.
